- 5 The Urgent and Continuing Need for UN Security Council Reform A mainstay of the Security Council told me, just before SVG officially joined, that I would surely change my mind about Security Council reform once I saw how the Council really functioned. SVG is the smallest country - by far - to ever sit on the Security Council, in terms of geographical size and population. SVG saw Haiti, our Caribbean Community (CARICOM) sister state and first free black nation in the Western Hemisphere, as the top country-specific agenda item to address on the Security Council. "Unconventional" is the word that may come to the mind of an outsider looking at the term of Saint Vincent and the Grenadines (hereinafter SVG) on the UN Security Council.
