Abstract

The paper summarizes the problems existing in the near-expired food industry, such as supply confusion, mixed sales and production date tampering, and analyzes the factors restricting social co-governance of the nearly expired food safety, including the loopholes in the government supervision system, the role of food safety industry associations that is difficult to play, the lack of institutional guarantee for news media and public participation, and the lack of information disclosure. In order to solve the above constraints, the proposal is put forward on strengthening the social co-governance of the near-expired food safety, that is, on the premise of improving relevant laws and regulations, improve the cooperation governance system in which government, industry associations, news media and the public can actively participate, and give full play to the positive role of multiple subjects to ensure near-expired food safety.
