Focuses on several issues concerning nuclear test ban and the Soviet Union's indulgence in secret underground tests. Information on a note of the United States to the Soviet Government, which states that the voluntary forbearance of the United States and Great Britain to conduct nuclear tests involves a serious risk to their security; View that if the United States' security is endangered by the continuing ban on tests then the ban must be ended and the tests must resume; Demand by several U.S. Senators for test resumption; View that President John F. Kennedy in maintaining the ban, is placing himself more and more squarely against the responsible as well as the preponderant opinion of the nation.
