Abstract

Taiwan is currently facing the challenge of dealing with illegal content on internet platforms, particularly the messaging app Telegram. The issue arose after a pornographic online forum called "Creative Private Room" was banned by the Ministry of Health and Welfare, only to resurface as a Telegram supergroup. The government has proposed banning Telegram if the company does not comply with requests to remove illegal content. However, critics argue that blocking Telegram would be difficult and could lead to unintended consequences. Other countries, such as Russia and China, have attempted to block Telegram with mixed success. Taiwan is considering alternative approaches, such as requiring digital platform companies to appoint local representatives. The proposed legislation would expand law enforcement powers but also raise concerns about internet freedom and democracy.
