Abstract

The article discusses the pollution burdens faced by residents of Wilmington, California, particularly due to the presence of an oil refinery in the area. The refinery has been in operation for over 100 years and is a major source of toxic chemicals in the community. Despite legal actions and minor penalties, the refinery continues to operate and contribute to negative health outcomes for residents. The article explores the limited legal protections available to Wilmington residents and compares the environmental impact assessment laws in Guatemala and South Africa to those in the United States.
