Abstract

The European Union has found a way to bypass Hungary's veto on funding for Ukraine by using profits from the sale of frozen Russian assets. The EU had previously allocated 90% of the proceeds to military aid, but Hungary had been holding up approval of the necessary legal measures. The EU has now devised a legal workaround that does not require unanimity for foreign policy decisions, setting a precedent that could enable G7 leaders to raise a $50 billion loan for Ukraine. Hungary's obstruction of EU decisions has led to discussions on how to insulate the bloc's decisions from Budapest's actions, including potential amendments to EU treaty provisions or revoking Hungary's voting rights.
