Abstract

The Conservative party's manifesto for local government offers more of the same, with no truly novel proposals. Many of the policy proposals could have been implemented in the past 14 years, raising questions about why they haven't been. The manifesto does not address reform to local government funding or council tax bands, but does promise more responsibilities for combined authorities. However, it also suggests that decisions made by directly elected mayors could be overturned in the future. The Labour party's manifesto includes some positive pledges for local government, such as multi-year settlements for councils and a commitment to review right-to-buy discounts.
