Abstract

The article discusses the challenges and complexities of implementing and enforcing sanctions on Iran. It highlights the difficulty of reinvigorating heavy international sanctions regimes, as seen in the past, due to new strategic realities and enforcement challenges. The article provides a historical overview of the Iran sanctions campaign that led to the Joint Comprehensive Plan of Action (JCPOA) in 2015 and emphasizes the extensive efforts and resources required for effective sanctions enforcement. It also acknowledges the limitations and potential risks of relying solely on sanctions as a means of achieving desired outcomes in Iran's nuclear program. The article concludes by suggesting that while sanctions can still play a role in future foreign policy towards Iran, their use should be based on a realistic understanding of their effectiveness and the international response to their implementation.
