The European Union's car lobby is proposing a two-year delay to the 2025 emissions targets for automakers due to low consumer demand for electric vehicles (EVs) and unfair competition from EV manufacturers in other countries. The EU rules would require automakers to either stop production of around 2 million cars or face fines of up to €13 billion for passenger cars and €3 billion for vans.
