Abstract

China's Belt and Road Initiative (BRI) has provided significantly more funding for international infrastructure projects compared to the United States. BRI projects have been associated with economic benefits but also unsustainable debt for host countries. The US should improve its approach to international infrastructure projects by developing a national strategy, increasing risk tolerance to attract private sector investment, and enhancing capacity building in host countries. Experts suggest increasing the use of public financing options, expanding agency candidate pools, and improving interagency coordination to attract more private capital. The report presents policy options and agency modifications to improve US assistance for international infrastructure projects. [Extracted from the article]
