Abstract

The article focuses on the opposition against U.S. Treasury Secretary Donald Regan's proposal to tax employer-paid medical benefits and group life insurance premiums. Taxing such fringe benefits would raise $44 billion by 1990. But group health insurers, who admittedly have much at stake, presents a different approach. According to them, taxes on medical benefits is the first step on a journey that leads only to excessively costly, second-rate medical care on the order of Great Britain's national health system.
