Abstract

This article informs that the U.S. Office of the Comptroller of the Currency (OCC) struck like lightning in June, turning over New York's Golden Pacific National Bank to the Federal Deposit Insurance Corp. Shortly thereafter, a grand jury picked up the investigation, and it looked as if the nine-year banking career of Kuang Joseph Chuang, a 45-year-old Taiwanese-born lawyer, had come to an end. Golden Pacific was declared insolvent when the OCC uncovered a special account with about $15 million in off-balance-sheet investments in everything from condo loans in Taipei to the financing on the bank's own Chinatown headquarters in New York City.
