Abstract

The presents a report which focuses on Climate Change Levy (CCL), a part of Great Britain's wider programme of policies to deal with its various obligations to control climate change. However, the CCL cannot be viewed in isolation, it is part of a fairly elaborate package of measures, and its interaction with the other instruments in that package need to be understood. The British CCL is an integral part of Great Britain's policy to tackle climate change by reducing emissions of greenhouse gases. In the late 1980s, no political party in Great Britain was wedded to the use of market-based instruments, such as taxes, for environmental policy.
