Abstract

The article provides an overview of the civil defense organization and activity in the U.S. in World Wars I and II. State and local defense councils had been organized in every state to direct volunteer activities in various areas. These activities are being managed by the Council of National Defense. The outbreak of the war in Europe in September 1939 had caused the local, state and federal governments to review the civilian defense organizations they have established. Mayor Fiorello La Guardia of New York has started a movement that resulted in replacement of the Division of State and Local Cooperation by the Office of Civilian Defense.
