Abstract

The author comments on the technical reappraisal agreed by Soviet Union for the creation of the policy for underground testing. The proposals made by U.S. Senator Hubert H. Humphrey and other similar plans remain of interest to the country because the basic problem of allaying Soviet suspicions of a practical inspection plan favors the U.S. It is much better if the Soviets will agree to send enough inspection trips to prevent similar complications. In addition, the Soviets are suspecting foreign inspectors because they fear that a great number of trips directed by predominantly foreign teams could effectively pry into geographic state secrets such as military, industrial, and penal installations.
