Abstract

The article offers information on the report of California High School Teachers' Association's Committee of Fifteen on secondary education in California in 1923. The University of California released Charles E. Rugh from his duties at the university. This enabled him to assume chairmanship of the committee for this study. His associates include Elizabeth Arlett, A. J. Cloud, and Essie L. Elliott to name a few. He cited that the goal of secondary education is the development of human behavior.
