Abstract
- The article reports on the agreement of state officials in Wisconsin to delay the implementation of the learnfare program that requires teenage members of welfare families to attend school or risk losing state aid. The purpose of the program is cited. The reason for the delay is given. The controversy caused by the creative use by Governor Tommy Thompson of his line-item veto authority to cross out the law's restrictions governing the new program is discussed.
