Abstract

The author reflects on the plan of expanding lottery and taxes on cigarettes and liquor in Texas. He claims that this plan may have an impact on the poor people. He states that majority of the poor tends to consume these items. He further emphasizes that the increase in cigarette tax is from 39 cent to $1 per pack. He also discusses that most of the poor didn't realize that the state lotteries are in effect a form of voluntary taxation.
