The author reflects his views in preparation of the correspondence regarding the implementation of 2005 Base Realignment Closure (BRAC) by the Department of Defense (DoD) in the U.S. He emphasizes that the data gathered come from the report of the BRAC decision-making process and takes testimonies before the commission on May 2005 and July 2005.
