Abstract

The article focuses on the development of an evaluative design framework for e-Government projects which complement traditional approaches to commercial information system (IS) evaluation in Great Britain. The Home Connections (HC) and Thurrock Choice Homes (TCH) are e-Government projects supporting the allocation of public social housing, so they are called as choice-based letting (CBL). An initial conceptual framework was based upon an analysis of the concept of public value and consideration of its application to the British public services. The initial evaluative framework was then developed and refined by undertaking an interpretive evaluation study, HC.
