Abstract
- The author assesses the British Home Office's White Paper "Broadcasting in the '90s: Competition, Choice and Quality." He argues that the document signals both the continuing conflicts within the government over broadcasting policy and the difficulties of implementing agreed principles in new conditions. He cites one salutory lesson that can be drawn from British media coverage of the White Paper. He explores the influence of the Peacock Committee on the drafting of the document.
