Abstract

The article examines developments and problems regarding the land reform and planning laws introduced in Great Britain. It explains that the Town and Country Planning Act of 1947 had been criticized for its provisions about "private ownership" of land. Under the 1947 Act, landowners are required to obtain permission for whatever they intend to use the land. The Decree on Land enacted by the Russian Soviet Congress in November 1917 is also mentioned. Other provisions of the 1947 Act and legislation are also presented.
