Abstract

The article discusses the interrelations of state and high educational institution based on the proliferation of corruption mechanism as administrative control in European countries. According to the author, strengthening and advancement of state using a vertical administrative hierarchy should be observed to advance the state legislation on corruption and coercion to finally eliminate them in the education structure. In addition, the author notes that state autonomy must be enforced to sustain state pressure and suppress corrupt practices to contend with the higher responsibilities of educational services.
