Abstract

The article reports on the debate over legal issues related to the introduction of the proposed Federal Research Public Access Act in the U.S. Congress and the contrasting bill The Fair Copyright in Research Works Act. Among the concerns raised are the limitations of Section 105 of the Copyright Act, and the increasing cost of the scientific, technical and medical journals that published these materials. Also being criticized by publishing groups is the PubMed Central policy implemented by the National Institutes of Health (NIH).
