Editors’ introduction.

Information on several papers discussed at the panel meeting hosted by the European Commission in Brussels, Belgium in April 2009 is presented. Topics include the issue on the huge differences in the research output of U.S. and European universities, the inactiveness in the reforms and re-election procedures which resulted from a lack of political capital in confronting vocal interest groups. Other papers discussed include the employment protection legislation and the harmful effect of cannabis.
