Abstract
- The article discusses the role of public institutions during financial crisis. The question being asked about how to reconcile the more public interventions when financial resources are scarce. Some situations need for more public intervention while other situation demands private and not-for-profit organization. It is suggested that the local governments should direct more public intervention, address and monitor in some cases and less on others. The idea of building competitive communities using their unique assets to deal with the structural changes resulting from a globalized and digitized economy. Some steps are suggested to achieve the goal including empowering citizens to become co-producers, attracting private finances in public interest and others.
