Abstract

The article focuses on the bold speech by Rumanian President Nicolae Ceausescu at the Palace of Culture with 1,915 delegates and some 150 foreign guests in Bucharest, Rumania. It states that in his opening speech, Ceausescu denounced interference by an outside power in another country's affairs. It notes that his speech is making it clear that Rumania is committed to limited independence, doctrine or no doctrine, in which the Kremlin has suffered with that policy.
