Abstract

The article reports on the indictment of Hubert A. Bearss, a school superintendent in Litchfield, Michigan, who had invented ghost pupils in order to get more state money. Upon responding to a letter asking for an investigation on the district, the "Detroit Free Press" discovered that Bearss told his teachers to keep listing the names of the children of migrant Mexican workers who had been in the district the year before. Aside from admitting such malpractice, Bearss also admitted that he had burned all records in the case.
