Abstract

The article reports that the French were outraged over the statement of U.S. Secretary of State John Foster Dulles saying that the U.S. would be forced to a reappraisal of basic policy unless France went ahead with the European Defence Community (EDC). Opponents of the EDC demanded that the French Cabinet explain its silence on the matter at the intolerable U.S. interference in internal French affairs. The statement was a shock to many because of the existence of diplomatic ground rules which state that governments speak only to governments.
