The article reports on the move of lieutenant General Pak Chung Hi in preserving some semblance of freedom in South Korea. He has released many political prisoners, avoided firing squads, and shown trials. It notes that he is determined to keep power out of the hands of civilian politicians. It mentions that Pak and his fellow junta leaders have studied Pakistan field marshal Mohammed Ayub Khan' s techniques and reflected the advice of the new U.S. ambassador in Seoul, Samuel Berger.
