Abstract
- The article focuses on the challenges faced by Massachusetts to achieve its goal of renewable energy generation. It mentions the Wind Energy Siting Reform Act, and the 2008 Oceans Act and the Ocean Plan which remove the barriers for onshore and offshore wind energy. The Ocean Plan recognizes the need for a commercial scale project to be located partially in adjacent federal waters. The role of the State Energy Facilities Siting Board (EFSB) in the wind energy legislation is also discussed.
