The article reports on the impact of the capacity of looms to produce cotton and the capability of cotton mills to procure labor on cotton consumption in the U.S. in 1943. It states that labor is considered as the cotton mills' biggest handicap. It notes that cotton mills have high turnover because they operate in a low wage industry that cannot compete against defense plant wages.
