DOD Leases of Foreign-Built Ships: Background for Congress.

Abstract
- The article reports on the foreign-built ships leased by the U.S. Department of Defense (DOD). The 10 U.S. Congress 2401 states that DOD may not lease an aircraft or vessel for a period of more than five years. It states that Military Sealift Command (MSC) has leased foreign-built sealift ships for four years and 11 months. American Shipbuilding Association (ASA) adds that MSC provides a total lease periods up to almost 10 years of the four ships.
