Abstract: The article provides a summary of issues related to Section 1603 grant program of the American Recovery and Reinvestment Act (ARRA) of 2009. The program grants cash incentives for renewable energy projects from the U.S. Department of Treasury. Prior to the grant, these projects were federally supported through the production tax credit (PTC) or investment tax credit (ITC). The author offers an overview on the market response to the establishment of Section 1603.
