Abstract

The general agreement on the desirability of "full employment" often obscures the very real disagreement over the meaning to be attached to that term. Critics of the Census measure of unemployment have long charged that this measure seriously understates the extent of unemployment, particularly during periods of recession and depression. The authors of this article propose a new measure of "labor slack," or the underutilization of the potential labor force, which they believe would effectively complement the present Census measure in providing policy makers with the information needed to implement the Full Employment Act.
