The article examines the history of federal mortgage lending and insuring practices in the U.S., as described by Miles Colean in his paper "A Review of Federal Mortgage Lending and Insuring Practices." The author agrees with Colean that a review of existing government mortgage insurance polices and the bureaucracies that maintain them. However, he disagrees with him on various issues such as the union of the Federal Housing Administration with the Public Housing Administration, and the use of the portfolio insurance system.
