Abstract
- The article focuses on a legislative bill issued by the U.S. Congress which forces phone companies to reduce their call rates to schools and to subsidize the cost of equipment and services. It states that AT&T has charged local school districts much higher rates than it gave to similar customers or more than what the program allowed. It mentions that the leading companies have hired employee to oversee the program which provides training or guidance to phone companies.
