Abstract: The article focuses on the proposed changes to the Regional General Permit (RGP)-54 by the Newport Beach (NB) Harbor Commission Subcommittee. According to the proposed changes, dredge depth will increase and the annual harbor limit will increase up to 150,000 cubic yards of dredged materials. It further states that the final draft Eelgrass Protection and Mitigation Plan for Shallow Waters in Lower Newport Beach has been included in the RGP-54 plan.
