Abstract

Earthquake is recognized as a great a natural disaster to mankind. The data released by Ministry of Civil Affairs is shown earthquakes had caused tremendous damages to China's economic and social developments. It is becoming a more and more important impact factor to public safety. The research on seismic emergency is one of the substantial areas in emergency management. At present, China's governments at all levels have established a number of emergency response agencies, and have developed emergency systems associated with them. Unfortunately, earthquakes are significantly different from other disasters, they occurred suddenly and the lack of information would cause highly uncertain incidents. Emergency response agencies and the systems can play an important role in recovery and rebuilding phase, but they have some limitation to the rescue of 72-hour gold time and high real-time processing. This paper proposes an organizational structure of seismic emergency agencies emphasizing on the rescue of 72-hour gold time, and the support system related to them, to reduce casualties and losses caused by earthquakes to the minimum and promote the efficiency of rescue.
