There are many mountains in the western region, when earthquakes, landslides and debris flows happened which would cause serious traffic accidents, and bring the great losses to the people's life and property, it is important to establish traffic events' early warning system under the disaster condition. This paper discusses the early warning system's basic concepts, contents, functions, and the organization of the traffic events' early warning system under the disaster condition from the theory, and set up the traffic events' early warning system under the disaster condition, at last the system solutions is researched.
