Abstract: The article provides analysis on the social cohesion in Croatia and the existence of prerequisites for participative democracy development in the country. It talks about the impact of the European integration process on the creation of public policy in the Member states. It also suggests that civil society organisations are factors of democratization and tackles the models of their involvement in political processes.
