Abstract

The article discusses the U.S. Congress in relation to the military detainees that are being held at the American military's Guantanamo Bay Detention Center (GBDC) in Cuba as of December 2012, focusing on the constitutional history of the GBDC and a reported political battle over the potential closure of the military facility. Legislative restrictions on the transfer or release of GBDC detainees are addressed, along with U.S. President Barack Obama's stated intent to close the GBDC.
