Abstract
- The article focuses on the Better Buying Power 2.0, an initiative developed by U.S. Department of Defense Acquisition Chief Frank Kendall in 2013 that lays out the steps to increasing the use of performance-based logistics (PBL) contracts. Kendall said that the success of the PBL depends on ensuring the workforce has the expertise and support to properly develop and implement PBL arrangements.
