- The article discusses French diplomatic correspondence of the 1930s focusing on the colonization of Libya by Italy and the role of colonial governor Ital Balbo. Topics discussed include the attitude of the French consuls in Libya toward the Fascist government of Balbo, the relationship between Balbo and Libyans, and the impact of Balbo's policies on Libyans.
