- The article focuses on violation of the U.S Individuals with Disabilities Education Improvement Act of 2004 by the Chicago Public School closings that denied the right of special needs students to an appropriate public education Topics discussed include the Education for All Handicapped Children Act of 1975 (EAHCA) that requires states to provide free and appropriate public education to special needs students, a brief history of U.S disability rights, and the disability rights movement.
