Abstract
- This article assesses the progress and decline of political rights and civil liberties in Macao, Portugal as of January 1998. Citizens of Macao lack the democratic means to change their government and had no voice in the 1987 Joint Declaration ceding control to China in 1999. The governor is appointed by Portugal, and only one third of the legislature is directly-elected. The government owns a controlling interest in the television and radio stations, although opposition views are generally aired. Women increasingly hold administrative posts but are underrepresented in politics. Legislation protecting workers who stage strikes from dismissal is inadequate..
