Abstract

The 19th National Congress of the Communist Party of China drew such an important conclusion as that "China's economy has been shifted from the high speed growth stage to a high quality development stage." High quality development has become a new direction for the reform and development of sports social organizations in the new era. The authors concluded that the factors restricting the high quality development of sports social organizations in China are multifaceted, including endogenous dynamic factors such as the lack of legitimacy and subjectivity, the imperfect organization and management mechanism, the lack of organization publicity as a result of value being the highest, and weak public welfare awareness, also including exogenous dynamic factors such as the lack of assurance of relevant laws and regulations, the government cultivation difficulties, the lack of the public's correct cognition of social organizations and a good public opinion environment, etc. In order to realize high quality development in the new era, sports social organizations should take specifying mission visions as the important cornerstone for the high quality development of social organizations, use effective supervision as the assurance, perfect supervision laws, innovate on supervision concepts, enrich supervision tools, and use social organizations undertaking government function transfer as the source of power for high quality development.
