Abstract

The COVID-19 virus has spread throughout the world and is now a threat to all countries, including the economic crisis in Indonesia. The Indonesian government directly oversees measures for all businesses or business units to prevent the spread of COVID-19 in the workplace. Small and medium enterprises have also been affected by COVID-19 (SMEs). The Surabaya City Government has taken alternative steps to improve economic conditions amid the Covid-19 pandemic or new normal. These policy alternatives include implementing a rehabilitation program for Small and Medium Enterprises (SMEs) affected by COVID-19, boosting the economy through the tourism sector, and reviving other industries whose economic contribution has fallen. Following policy making, the next step is to build a plan using the previous SWOT analysis. The empirical research findings explain that the SWOT analysis produces a number of useful strategies for ensuring that the economy, which includes trade, SMEs, the creative sector, and tourism, continues to grow rather than contract. The originality of the research insofar as the results of the researchers' observations to date, found research with the Strategy for Compiling Post-Covid-19 SME Economic Recovery Planning carried out in developing countries using SWOT analysis, with the hope that the results of this research can be used as a guide in several developing countries.
