By using the methods of literature, interview and field investigation, The dilemmas in the process of high-quality development of public sports services purchased by China's government are characterized as increasingly sound policy protection, but the lack of relevant laws binders the overall implementation of the purchased services; the number of purchases tends to increase, but too many non-competitive purchases detract from the overall performance of the services; the gradual growth of social organizations, but their own lack of capacity is difficult to ensure the quality of public services; extensive public participation, but the failure of expression leads to the distortion of the content of the purchased services.
