Abstract

Community resilience determines a communities' ability to prepare for disruptions, absorb their effects, recover, and adapt if the situation requires it. This meta-analysis of pre-pandemic (1980–2017) academic literature in military and non-military contexts to examine community resilience interventions and performance outcomes or community functioning. The study also incorporates the role of cohesion because this emerged as a strong theme in the literature. The analysis aims specifically to identify benefits of resilience interventions for military communities that are frequently subjects of disruptions. The analysis connects interventions to the phases of resilience to identify which are well-covered by existing interventions, as well as gaps in that could indicate the need to update existing interventions or establishing new interventions. The recovery phase of resilience is strongly represented in interventions, while interventions to improve planning and adaptation capacities were sparsely represented in pre-pandemic literature.
